A decree on the pedestrianization of the quays of the Seine, a flagship and controversial measure of the mayor of Paris (PS) Anne Hidalgo, was validated Thursday by the administrative court, after the rejection on appeal Monday of a first decree.

A decree on the pedestrianization of the quays of the Seine, a flagship and controversial measure of the mayor of Paris (PS) Anne Hidalgo, was validated Thursday by the administrative court, after the rejection on appeal Monday of a first decree.

“The ban on automobile traffic decreed by the town hall of Paris is justified by the need to preserve a site listed as a UNESCO World Heritage Site”, noted the administrative court in its decision.

Noting that the section concerned is located in “the historic heart of Paris and near emblematic monuments”, the court rejected the plaintiffs’ requests. They argued in particular that “the town hall of Paris does not own the public domain and that classification as a World Heritage Site cannot justify the ban on traffic”.

Canceled two days earlier

This decision ratifies the pedestrianization of the ways on the banks, we rejoice at the town hall of Paris, which had been annulled two days earlier by another judgment.

On Monday, the court of appeal confirmed the cancellation of the deliberations and the order based on the environmental criterion and taken in 2016 which established the pedestrianization of part of the quays of the Seine in the hypercentre of the capital.

1.5 million visitors

These first difficulties and the multiplication of obstacles had forced the mayor of Paris to take a new decree to maintain pedestrianization, this time based on respect for heritage.

In March, the Paris town hall had counted 1.5 million visitors since the start of pedestrianization. According to her, these routes constitute for visitors “a real space for breathing and freedom, for walking, relaxing, playing sports, or even going to work by bike”.
